NP ships station-docking 'oscillations'

Several times I've seen a pileup op ships, waiting to dock, because one ship (closest to station) starts to behave in a weird way: it starts to 'oscillate' in place, not moving forward, but pitching up/down slightly in a rapid succession...

like the ship want sto go somewhere but ... doesn't know how.
Once I saw such an oscillating ship do a loop and crash into the beacon.

Oh, and if you sneak up to them on a slow collision-course, they take evasive actions, moving a little ways, and then start osc. again in place...
