Unfortunately we appear to be in high concept tax haven territory - "we'll build a space colony and none of its citizens will pay taxes on Earth" rather than anything likely to be built. See e.g. Sealand for a more Earthbound example of the species.

It seems a lot of effort to go to … most billionaires seem to manage not to pay any taxes without having to found their own floating states first.
