About the least specific space proposal I've ever seen, but the illo on this page does seem curiously familiar...

Unfortunately we appear to be in high concept tax haven territory - "we'll build a space colony and none of its citizens will pay taxes on Earth" rather than anything likely to be built. See e.g. Sealand for a more Earthbound example of the species.

Does the founder live in a hollowed-out volcano?
I would advise stilts for the quagmires, and camels for the snowy hills

It seems a lot of effort to go to … most billionaires seem to manage not to pay any taxes without having to found their own floating states first.

Much like any other proof of concept the door has been left waaaay open for the possibilities of profiteering.
