Even worse is that this is just below par for the course in Africa... While there are some governments and rebel movements which can be considered decent by Western Democracies' cultural standards, for the most part tribal Africans hardly follow these values, much less have ever even heard of the Universal Declaration of Human Rights.

In this case, as with Haiti or the Crusades, the population's superstitious beliefs added to the mystical and religious overtones in the induction process can much worsen the situation beyond the point of "simple" barbarism.
