Can you tell me a little more about oxps that are blue and labelled 'installed but no longer available for download'?
The expansion manager shows several where I have installed an earlier version, there is a later version that is very recent, but 'no longer available'
e.g. I have version 6.59 of Fer-de-Lance-3G installed and it was updated to 6.6 on 2021-12-30, but is no longer available...
Should I remove the installed version because of some conflict?
Would the new version then become available?

The problem is, that version

is bigger than 6.6
. The intention was probably to have a version 6.5.9 but the way it is, the expansion manager thinks that you have a later version (version 59) installed than the one that is available online (version 6).So yes, you should first remove the installed version, and then install the new one.
