Further testing reveals that with a new Jameson, I can get into the shipyard at Lave. I think the problem might be just too many ships in the TL12 shipyard where my main commander is at. Because, as mentioned above, I have all the OXPs.

Another suggestion: a reserve tank as a purchasable upgrade. Occupies, say, five tons of cargo space, holds up to 5LY of fuel, and you can top off the main tank from it with a keypress. It gets filled up when you buy fuel. You still have a maximum 7LY jump, you just have a bit extra for the afterbur...

Either that or allow a purchasable 'overdrive' that extends your range to, say, 9LY - enough to let you take some faster routes but not enough that you can hare across the galaxy in a single bound. This, and the associated fuel tankage, should come at a ruinous cost in cargo space.
