I’ve now added this to the expansion manager in two versions, one with a minimum Oolite version of 1.91, and one with a maximum Oolite version of 1.90, so, fingers crossed, you should only be able to install one version of it. You can do all that now with javascript There are limits to what can be achieved with JS. You could create a space (reachable by misjumping between two planets), turn off the Thargoids, add a planet or two, some stations, even get some traffic moving around.
