I think (apart from the obvious anti-competitive behaviour) it's might be to do with the fact that the built-in browser can be controlled via the parental controls settings.

Not sure third-party apps have the same restrictions (never having owned an ipod/iphone, however I recently purchased one as a presentand had a brief play with it before sending it off).
The glass is twice as big as it needs to be.
