Does someone know who created the SIRFYard station?

It seems that it is a totally abandoned and incomplete oxp whiten by milinks and submitted in the original oosat2 (now oldsat) a long time ago
I have found it (accidentally) and introduced it in the post of missing oxps here:

The only thing I know for sure is that the 15MB mission oxp that milinks said was never submitted so I assume that if anyone can make something useful with it would not be a problem (a PM to the original author, asking his permission - In case he answers, would not do any harm)
