ECM Hardened missiles?

I can't seem to find any for sale anywhere in galaxy 1? Do I need an OXP or am I just unlucky?

Are your missile pylons full with missiles already? If so you won't be offered any. Sell your missiles and then you can buy some. Need also to be at a tech level 9 system or higher. You don't need an OXP as they are part of the normal game.
