Is it possible to find/use the above items on the Weaviloid scout ship??

May be possible in the near future though, judging by the phenomenal rate Oolite is evolving.

errr... No. It's part of the ship's characteristics.

You could of course mod your ship's characteristics, but that's cheating, each ship is supposed to have its strong or weak points, hence the price etc...

Lol, I had a feeling about that

Nevermind, I did notice that (Xedes or somewhere) military shield enhancements are hideously expensive anyway
