Docking clearance

In Game Options, I have 'Docking Clearance Protocol' set to 'on' and 'L' is my docking clearance request key. I never receive a response from the system when I approach a station for docking and press this clearance key, and when I arrive at the station dock, I am consistently fined over 3000 cr for failing to get clearance. This happens whether or not I have Docking Clearance enabled in Game Options. Total silence from the Galcop authority (apart from the fine!)

Because of this I have been constrained to use docking computers. But in the tiny Mamba FE and Sidewinder FE, docking is a breeze anyway, and I'd like to do more manual docking. Unfortunately I can't because of the above glitch.

Edit: Another point - with Docking Clearance Protocol set to 'off', I still get fined

I do have the Auto dock OXP installed. I wonder if that might be depriving me of all my options in this area...

Edit2: Nope. Tested with my 'barebones' non-OXP'd install of Oolite, with docking clearance set to 'off' and, despite bashing on the 'L' key before docking, still got the fine.
