How can I make an energy bomb available at a level 8 planet?

In the definition for the item in equipment.plist, the very first element is techlevel, but it's zero-based, so you take one off the desired level. For techlevel 8 you'd need to put 7.

Sorry, I jumped in with a technical answer, when a general one was required. Very sorry!
So, yes, the Energy Bomb was removed, but you can add it back in by installing the "Energy Bomb" add on.

Start Oolite, got to Manage Expansion Packs (first menu), find Weapons, select Energy Bomb, hit enter, and it will be installed.
