Good Places to go ?

Tips on good hi tech planets ? how high does the rating go ? is 15 the limit ? .. just spent a while battling to Xevera.. where are those elusive cloaking devices hiding eh ?

Yup, 15 is the highlest TL available.

As for the cloaking device, it's a reward for completing a mission in galaxy 4 IIRC... don't want to post any spoilers, but you could find it on these forums with a quick search.
