[COMPLETED] Wiki server migration

I just started the wiki server migration. During this time, the wiki is set to read-only. Once everything is completed, you will access the wiki with the same URL (http://wiki.alioth.net), but actually use a different server.

The migration of the wiki itself is complete, I notified Winston so he can change the DNS entry.

The DNS entry is also changed, it could take up to 15 minutes from now until everybody ends up at the right server, but I already do now. If you still get a maintenance message when editing then you're still on the old server (and can't submit edits), otherwise you're on the new one.

I also updated the wiki software to 1.18.4, which fixes an XSS vulnerability.

Edit to add: this should fix the availability issues we experienced recently.
