It is only fixable by two means, 1) An oxp, 2) By hacking your save file. The oxp route is either a ship with self repairing abilities or going to http://wiki.alioth.net/index.php/Repair_Bots_OXP

AS Fatleaf says, there is no way in vanilla Oolite to fix it. I always thought this was a bit odd...

You can't get it fixed in Vanilla Oolite, but you can get another one.

If you obtained the device by completing a certain native mission then the ability to buy this device in the future is unlocked.

So in Vanilla Oolite, you must sell your ship, buy another (with or without the device) and if it's without then find a high enough tech planet to purchase a new one for lots of Credits.

Seems fair for such a supposedly rare and secret device.

Er, that's for the other rare piece of equipment that you get for completing a mission! With the cloaking device, there is only one you can get; if you buy a new ship, it gets transferred. And if it's broken, you're scuppered!

Or alternatively if you're in G3 and do a favour for the Aquarian Shipbuilding Corporation, they may return the favour and have their R&D department take a look at it.

Another OXP route (Aquatics.oxp), but as an option...
