This is a little odd, don't know what to do.

I have been to tech level 12 planets such as Ensoreus - Zaonce - Lave or any for that matter and have not seen any ships for sale. Once landing and hitting 3 or F3 twice does nothing. Whats up with that. When I first started the game on Lave ships were for sale, but after leaving I never saw ships for sale on any station I docked at.

If hitting F3 twice does literally nothing (not even bring up an empty screen), this would be an indication that you're playing in strict mode. This is the mode where Oolite emulates Elite as faithfully as possible: no OXPs and no buying other ships.

Try to disable strict mode on the options (F2) screen.

If at the same TL12 systems, you can buy lots of equipment (even if you can't afford them) then you're not in strict mode.

I had the same experience Saf, but the shipyards will have ships for sale again soon.
