Yes, he did. It's called the "Eight Worlds Series", although my knowledge of Varley begins and ends with the short story collection "In The Hall Of The Martian Kings" which includes the one I referred to in my question. The premise is that the Invaders have driven humans off Earth but they have the rest of the solar system, except Jupiter, as living space.

And yes, the unusual thing about this is that the two people are both clones of the same person, one of them sex-changed which is a trivial medical procedure in the 27th century.
