Yes, that's definately new... I wondered about that, the 'bad' Asps always being there around the witchpoint beacon But isn't that only happening in the more dangerous systems?
It SHOULD be, it really should. Otherwise it becomes waaaay too hard for new players (w/o fuel injectors, you don't stand much of a chance against them...)

I guess it's just a way of teaching you the hard way: don't go to anarchy/feudal (mult-government, dictatorship?) systems if you're not ready for it, stay in the safe systems...
