It's Anarchies.oxp that allows it...
You may just think that the Salvagers somehow have the ability to fit any salvaged equipment in any ship, regardless whether the original equipment would have fit.
(The profane reason is that from a scripting perspective there is no way to know whether a certain piece of equipment fits in your ship. All the salvaged equipment is internally different from Oolite's original equipment, and is replaced with it after installing. It's the only way to achieve it, but the price to pay is that I lose control over which equipments fits into which ship. Only the fits-everywhere solution is scriptable.)

I have a PCC (this one: Python Class Cruiser 2.6.oxp) and it's fitted with both shield boosters. There was no trouble buying them.
My ship data table lists the Python Class Cruiser as being able to fit all eqpt. I didn't know the MilShield might be unavailable when I had it fitted.
There is a very good "external view" with the PCC, looking out of the (underneath) scoop.

Among types of Pythons, I have a hard time deciding which is best.
The John Cleese models are very good for barrelling ahead, but the finese of the Eric Idles or the general genius of a Terry Jones model are also quite good.
The Graham Chapman is sort of a cross between a Moray medical boat and a luxury yacht.

You missed the simply mad Terry Gilliam version, the paint job is simply out of this world! It's only available in anarchies tho...

There's the Sarah Palin model. It looks good, but the nav computer is prone to unpredictable and erratic course corrections.
