Hence the question. Since we can already alter scanner and dial colors, why not the text and STE colors?

Essentially just because the way the HUD is set up colour changing needs to be implemented separately for each element (or group of elements, sometimes). I'll add the ones suggested here (and surround) to the nightlies soon-ish.
