OK, author and title please: it's a story of an unusual, and accidental, genetically engineered plague. The results are devastating and horrific ... or are they?

Clue time: the book is divided into sections, named after phases of cell mitosis (I think).

Darwin's Children by Greg Bear.
I have read the book, and it did come to mind from your first clue, but It required quite a bit of google foo to find it from the bits I remembered. Not sure of the names of the chapters though, as I don't have the book at hand.
