am so sorry for all the Q's however am just plying this now. am using an xbox 360 wured pad in windows 7 and there seems to be no way to decrease sensitivity.
everyone has been so helpful am hoping i can get away with 1 more question
is there anyway to introduce a deadspot in oolite so i can fy straight wasier?

ps, i couldnt spot any, are there any oxp's to add time acceleration for the last bit nearing a space station or when flying away from a friendly shop when mass locked?
would reduce so much of the "dull" bits of the game.

Pause the game, then press the left or right arrow keys to halve or double game time acceleration respectively. Once you have selected the acceleration, press 'P' again to continue. You can see the value of time acceleration if you press Shift+F (it is the TAF value). I'm not sure about the dead spot, but you could try in Control Panel and look for Game Controlers, maybe you can access the options from there.
There is no time acceleration as such, but there is a whitch space fuel injectors that you can buy as an upgrade. These will increase your speed tremendously at the cost of fuel.
If you are not in range of any other ships, stations or planets the 'J' key will take you to near light speed. It doesn't use fuel.
