I asked the same question few days ago in another thread. Seemingly noone had an answer. After I reached that destination, where he was told to be, I could not find him. I spent much time there, but nothing...and even the "mission" mark for that planet went away!

I then did some more other stuff and checked that place from time to time...but that guy was nowhere to be found. Finally I got annyoed enough to travel to G7 for assassins...but that mission seemingly is still open. I hope that I can complete it later!

If you find something yourself, please let me know...
