they like special tumble-treats or scoowysnaks, but foods,narcotics and wines are always appreciated as well.

Should be fly tipper, and relates to the illegal dumping of rubbish, garbage (normaly trade waste) etc in quiet out of the way public places, rather than having to pay disposal fees
