Are the tech level stats different for buying and repairing equipment? I've a damaged (normal, not naval) energy unit, and I can't find anywhere that'll repair it, at a whole range of tech levels up to 13. Needing a level 14 planet to repair it would be excessive.

Repairs are (supposed to be) available at planets one tech level lower than sales. There is a random factor, though.

go to ceesexe (or something like that) if you are in galaxy one. tl15 or 14 depending on which information source you look up.

It's 15.
But as computers internally start counting with '0' you have to use 14 in a script to produce a TL 15.

ahah, that's why it shows up as 14 in one source, and 15 when you actually visit. ^^

BTW, the same principle applies to all informations that are internally represented as an integer ranging from 0 to n (n being 7, 255 or whatever), like government system, population, economy, planet number or galaxy number.

You may not be able to repair it full stop I bought a Supercobra with a Naval energy unit but no Extra Energy Unit and was unable to buy a EEU.

That's not related to repairing. It's just that you can only install one energy unit in any ship. So if there's a naval unit, that's it.
