'Twas not I, dear Reno. But I swear it was a spammer, cos the link went to some online stocks/shares trade site before jumping to Google...
Methinks someone deleted it and didn't * it, then someone else registered in the same profile no. when the second mod went to 'hammer'.

I doubt it, because that user had existed for at least several hours before you posted it, and the profile didn’t have any URLs in it then, either.

Sorry to be a bit slow, but does "not *" mean then that a moderator has looked at the profile but decided not to erase it?

No, it means that an administrator looked at the profile but decided not to erase it. Moderators can’t erase accounts (but can erase threads). :-)
