I could upload the (unfinished) code for this, it also includes updates of the existing Dictators ships with new textures and 1 additional ship.
Please! If it has an appropriate license then somebody else might be able to finish it off in a year or three!

Thanks for asking, I am doing well, kind of miss Oolite but as long as this moron Reval is showing up I am certainly not back. This update was nearly finished, I had some issues with the defense of the stations, but it was done for 90%.
Scars remind us where we've been. They don't have to dictate where we're going.
