Drew’s description of Larais in Mutabilis includes regular electric storms (see the OXP).
Is this reproducible in Oolite for either landing there - or contrariwise - generally whizzing around in space?

In any event, this would be a job for shaders, something with which I've had enormous experience and can turn one around in a day or so!

The damage is estimated to run into trillions of credits and the Politburo has been recalled from an ideological meditation weekend to address the problems.

I used to have one like that, of a giant space teapot, crashing into a planet. (I found it on Deviant.art a few years ago.) It reminded me of smivs.

I'm just going to work on *one* thing for now, which is how to get a planet-side electrical storm to (a) just appear at all (and that's a pretty big ask, actually), and (b) make it look like an actual electrical storm (ie with some limited animation).
If you're after burning planets, a_c released an OXP called something like "QutiriIsNarShaddaa", which has a planet surface that looks like it's burning. That might have to do in the meantime.
