This is Sriam Nunkir's Dragon's Breath - originally an Abominator in the EV Nova universe, but a Cobra III is slightly similar! Maybe I can finally assemble a file for the personalities oxp.
Did you ever assemble anything for Personalities? It was updated a couple of years ago by Alnivel.
