Yes. The change that makes it more difficult is that planet descriptions must now be handwritten for all 2048 systems. That's a LOT of work. Certainly feasible, but I don't think that many people would want to sit through 2048 paragraphs of text (unless they don't mind potentially botched translations coming from AI or whatever). Also, the amount of generic text in pretty much all game files has increased quite a bit since 1.77.
