Just dug this one up.
Find it here: http://capnhack.com/hosting/oolite/dropbox/
Capnhack hosts the original Oosat which is still functional (OXPs from 2004-6!)
This oxp dates back to 2010, and has no details of license or of author. Maybe he wrote it himself?
I could find no mention of "GermanCustomSound" on this Bulletin Board (too many letters for the search function).

Re: GermanCustomSound.oxp
Capnhack's profile says Southampton, UK. Possibly McLane's work; he took localization seriously.Cholmondely wrote: ↑Sun Jul 07, 2024 8:46 pmThis oxp dates back to 2010, and has no details of license or of author. Maybe he wrote it himself?
"There are large, white swans, and there are small, black swans," he explained, "But there are no medium-sized swans, and there are no grey swans. The non-existence of grey swans mitigates against belief in Mr Darwin's theory."
