On more than one occasion, when I attack offenders and fugitives, clean status ships attack me. Sometimes I get bounty for defending myself and their legal status stays clean!
There was also a "mamba leader - high bounty" with a legal status "clean". I shot him and was fined 700 when landing on the starbase

The station sees what is within the aegis. GalCop ships see what is within their scanner range.
Eg: If a clean ship attacks me from beyond the aegis and I fire back, the station only sees me fire at an "innocent" and I get clobbered for it.
This also can work to my advantage - if I'm outside aegis/scanner range and fire at a clean assassin for example, if he returns fire then the GalCop ships will turn on him....
No idea about your high bounty mamba leader...
