Strange! Downloaded 1.91.0.7474-230818-7289381 for a five minute look-see. My usual Oolite install is in my E partition, so I installed this one in the default C partition as a vanilla install. New Commander, Normal Start, Lave - but it's installed two OXPs (my HUD and my ship) and my save-file. How?
I'm seriously out of practice at doing this, so perhaps I'm missing something basic (in my Windows install maybe).
Has Oolite become psychic? Those two OXPs are exactly what I'd install for testing. <scratches head>

My theory is that you had a previous installation in the same location you tried to install now and it had pre-existing AddOns and oolite.app folders. Saves and expansions in the AddOns folder survive an uninstall, so it probably just copied the new files over there and when you started it up it found everything present.
Could be of course way off the mark, but I can't think of a different scenario now. Maybe if you post a log file, just to see what paths it tries to follow when looking for OXPs we could work something out.
Also, just installed the github file on my work PC (standard install folders, completely clean install) and it went without any hiccups or weirdness.

Had a quick blast with the new effects, looks really great - awesome work AC, must have been tough implementing all those new effects fromtextures originally not designed for it, it's a fantastic job you've done
