I haven't checked this add-on because I don't want to install the extension package manager. I am happy to check it if someone adds a link to this add-on.
The extension package manager is part of the core-game, no need to install.

I have already checked this. Here. I thought "Glare Filter OXZ" was different than "GlareClarifier.oxz".

For me it looks like this:

Best of the worst by far. Nevertheless, I still think it looked best on the older versions of Oolite.

Those screenshots would suggest you don’t have Glare Clarifier installed. Can you post a copy of your latest.log file so I can check if anything else is conflicting?

No, I didn't have two add-ons installed at the same time. My guess is this will work, but "fixing" this strange glow looks like:
