Well, not exactly, these missiles got a condition script, the techLevel is merly a basic.

The Military Smart Missile could only be bought at Galactic Navy Sector Commands (Galactic Navy OXP) and Sentinel Stations (Anarchies OXP).

The Hacker Missile could be found at anarchies, feudals and multi-gov systems or at stations who do not follow GalCop regulations. At all locations the chances are random so you can only find them if you are lucky.

Am I correct in presuming that the Dragon Military Missile in the OXPList is the Military Missile G1?

Without looking in the code, I would say it certainly seems so.
