I thought I'd done that, but it seems I only applied a condition_script to the refills, not the actual tanks, so something for the next update. They do have a nominal TL of 15 which means they should not normally appear for sale in an unmodified game.

Apologies for necro-ing this thread somewhat, but...
Don't know if this was scheduled to be fixed, or got fixed - but i just experienced the exact same problem - an 'External Fuel Tank - Empty' bought for silly money somewhere (it wasn't a rock hermit for me, I can't actually remember sadly where i picked it up), then being unable to refill it in any way..
I did think it might have been conflicting with the auto-refuel oxp in some way, but after testing, that wasn't the case.
As before , removal of the Clippers oxp fixed it.
Just goes to show - something that seems to be too good to be true, usually has a reason...
