Are you using Equipment by Ship Class? I think that's an argument in favour of reducing the minimum value. The Viper Interceptor is supposed to be a high tech police ship. It makes sense to me that a slower ship without fuel injectors could not overtake them. The player can always turn 90 degrees away from their heading and then gradually turn back after resuming the torus drive.I've considered making the minimum value 250 rather than 300 but those viper interceptors are awfully fast...

To reitterate: the player can only overtake them in yellow alert (i.e. outside of combat). Under such circumstances the interceptors might only be cruising (on patrol) whereas the player has a destination (and possibly a deadline to catch).
