The pirates pack`s "commanders" (in the core game)
Hi there. Did you ever fought a swarm of pirates but when you almost done with em, they`re starting to leave with the injectors, begging for your mercy (yeah The mercy. That`s the name for my laser)? I think everyone had that, and that`s somehow frustrating, especially if you wanted not only to increase your kill count, but to loot their cargo and to get bounties for them. So what i suggest here is the Pirates commanders concept. The one in pack who said "Your cargo for your life" first is considered as the commander of that particular pirates pack. So when the commander is present (still alive), the pirates obeys him and less likely to flee from the battle(still possible anyway). And when the commander is dead the pirates then fears you, and become MORE likely to flee (just like they doing it now in the current version of the game). That gives the player more tactic. I.e Do you wanna get em all? Then kill the commander last. Too many pirates or bored to fight? Then kill him first. How do you think is that good and is that possible?

I believe at https://bb.oolite.space/viewtopic.php?f=6&t=19930 a quite sophisticated approach of this carrier was started already, while I don't believe a change to the core game will come soon it still would be an interesting idea for an OXP
