Clearance revoked without chance to react

Sometimes, especially when docking while under fire, clearance is revoked just immediately before the tunnel effect. There should be some check that clearance is not allowed to be revoked that closely.
There seems to be some check that ships don't undock while the player is too close (even if player does not have clearance); the same distance could be used here.
