Ha, yes, there is certainly a lot to get your head around.
You have the current version of Liners, but because you also have Big Ships installed, the Big Ships populator is the one that will be active, and that will only spawn ships with the role 'bigTrader' in their shipdata.plist.
Therefore if the ship you are trying to see does not have the 'bigTrader' role specified, it will not appear. As far as I know 'liner' is not a role that would be recognised (certainly not by Big Ships or Liners OXPs), so if that is the only role it has, it will not appear at all.
You could always just add 'bigTrader' to its roles in shipdata.

After poking around, I found a couple different .plist's that could be used. Trying the "native" one, not seein scrap nor slag of it. Giving the FP Liners role a shot.
EDIT: Gah! I can't figure out a solution. My skull is not ironass enough for this slag. Coders, have at it. Lemme know when you figure it out.

Those spaceway liner routes refer to the ships in Famous Planets Liners OXP. Do the ships in Liners OXP appear on the same routes?

Edit:- Not by design, but as they can appear at any (non-anarchy) system of TL9 or above they might.
