HG Wells published the first rules, apparently.
I would advise stilts for the quagmires, and camels for the snowy hills
And any survivors, their debts I will certainly pay. There's always a way!

I remember finding a copy of Wells's rules in my local library in the 1970s. There are scans available via Project Gutenberg:
