Just downloaded this oxp recently. Not had any News pop up yet. Is it sporadic and random or does it just occur at specific planets?

They're random (every so many jumps)... you'll get an in-flight message to check F4 when you dock.
I would advise stilts for the quagmires, and camels for the snowy hills

The mechanism is mainly date based. Some other factors are taken into account like the number of inserted news or special news. The interval (default 25 days) and the chance to appear (default 30%) when the date has passed can be adjusted via OXPConfig.
