I have the Commies.oxp installed in Oolite 1.77 (OS X 10.7.5) but when I load the game it tells me I need to install the Commies.oxp for the Trident Down mission.
I tried re-installed the oxp but it didn't help.
Any idea what's going on?

Have you the correct version of commies installed? The oxp checks if the worldscript: "communist_population" is installed. (should be mentioned in your latest log) Any Commies version from the past 5 years should qualify for that. (all JS versions)
UPS-Courier & DeepSpacePirates & others at the box and some older versions

I have Commies.oxp 2.07 installed and I do see the extra dockables and advertising around communist planets in game.
Where do the logs end up? I don't see any in the Oolite directory.

You are on the mac. Than the easiest way is to launch Oolite and select the "show previous log" option from the menu bar. When you press option while accessing the menubar, you can also access the current log.
Alternatively open the mac program "Console" by hand. The log file itself is buried deep in the library structure. I never bother to find it directly with the finder.
But don't bother looking, it is not working because your version is to old. According to the readme JS is introduced in version 2.08 from Septeber 2009. And the use of JavaScript needed for an oxp to identify other oxps. We currently have version 2.11 or 2.12 of commies, so better upgrade. The JS based oxps are also much more efficient in processing time.

Home folder\Library\Logs\Oolite\
gives you the choice of Latest.log
and Previous.log
.
