Correct. :)
It was the only feature length movie directed by Saul Bass, and was not successful on release, which is probably why it was the only feature length....

The Dragons of Pern are a fictional race created by Anne McCaffrey as an integral part of the science fiction world depicted in her Dragonriders of Pern novels.

There is something strange about the Sheriff of Wadeville, but he is very effective at his job, with a near-zero crime rate in the town.
What is so strange about him, what is the story and who is the author?

Time for a clue!
The (short) story consists largely of a conversation about the Sheriff between an Alien in human form, and one of the locals, who is not quite what he seems either.

Frank Herbert's "The Featherbedders"

This Sheriff named Pzilimin (a Slorin, an alien race, whose vessel crashed on earth) imposes strict order on the community through application of his mindcloud -- essentially a form of telepathy that allows him to know the thoughts of the citizens of his town and so be proactive in fighting crime.

And the local people of Wadeville are not humans...
