In basic mode (tracking the station not the planet - so it's not a direct comparison) the blip remains small like in the default compass:-

Compass rendering oddity in 1.76.1
Two screen shots of my new HUD, which has a compass about twice the default size. In planet mode the blip is scaled up with the rest of the compass:-

I don't think it is. The basic mode planet/station indicator seems to be the only one that is not scaled but specifically set to a hard-coded size. I think that's something that slipped through the cracks.
