Oolite will support many joysticks (I use a logitech attack3), so it's a case of plugging it in and seeing if it works.
Once you've started the game, press 'F2' and go down to 'game options', then 'joystick configuration'. This will allow you to configure the controls on the joystick (assuming it works).

Just the other day I was given a Logic3 5 axis, 12 button joystick and was surprised to find Xubuntu 12.04 + Oolite simply recognised it and it worked without me installing anything.
I expect the package jstest-gtk is favourite for testing your Steel Battalion jobbie; you can install that through the Ubuntu Software Centre. I did so in my separate Ubuntu test environment to check everything worked as expected on my joystick and it recognised all the buttons / sliders etc. So that may be a useful tool for you to see what Ubuntu can make of that rather impressive gaming tool.
