Random Hits and Highly Elusive Prey. (SOLVED)

Since I installed RH I've enjoyed the addition to the game however I have only done one bounty run thus far, and 'signed on' to pull my second. But I'm having major troubles.

The mission is to "Destroy Chamberlain Muzzman flying a cheap Drake at Reonar." The problem is, I've been all around the Reonar, to the witchspace beacon, back to the planet, back to the witchspace, back to the planet, and still no Drake in sight. I've burned two full tanks (14 LY total) and am starting on my third tank. I even put the engine to idle about 10 KM from the bar and ran ident on every ship in or out, then did the same thing with the planet station. Nothing to show for it.

The thing is, I haven't seen even any pirates, I certainly haven't seen my target. I'd think for a planet marked Anarchy it'd be a little more... Anarchic.

Any idea why I've not been able to find my bad guy, or any bad guy, in Reonar? I'm not the most talented hunter, but I think I've scoured the region pretty well. I've seen more hazardous conditions in planets marked Multi-government.

In theory if you fly in a straight line between the witchpoint beacon and the station beacon, you should find them. Usually something will distract you on the way for a fight, meaning that you might have to fly back again too as you narrowly miss them on the way in. But this works almost all the time, as long as you line up your flightpath properly.
(For the easiest bounties, it's actually finding them that's the difficult bit, as they do try to stay inconspicuous. The medium and hard bounties will be much easier to spot, when you're ready for them)

When it doesn't, I find that docking at the main station, saving, and then reloading is usually enough to make it work (or jump out to a nearby system and back) - either way, you reset the system generation in case something very weird happened.

The log file looks fine (except that Snoopers is complaining that [wiki]Cabal Common Library[/wiki] isn't installed, but that won't be causing this problem)

Sometimes it is just that quiet. I had a run through a Feudal once where I didn't meet anyone else the entire trip from witchpoint to station.

That happens often, whereas supposedly 'safe' systems can be absolute mayhem sometimes (as I found last night in a rich/ind TL12).
I would advise stilts for the quagmires, and camels for the snowy hills

As cim writes, the ships should patrol between witchpoint and station. On some occasions they are distracted by fighting police or bounty hunters and you will not find them. But laser hits from a non-player ships are logged. Mainly for debugging purposes to give a clue when I could not find them. I left them in because those loglines are rare anyway. And as your log does not show them, the ship should still be patrolling.

Mr. Drake has been eliminated. I'm not entirely sure how I didn't find him, but sure enough, went back, loaded up the save, left the planet station heading for the witch station, and within 40 seconds I'd found and killed him.

Thanks for the help. The weird thing is, I know I'd gone right where I'd gone at least twice. A look at the compass had the green witch icon centered, a look out the backside window had the station centered. This time he was there though. Weird. Apparently this game is a lot like a car in that it'll act really peculiar for me, but show it to a 'mechanic' and it straightens up nicely, lol.

Reloading from savegame re-generates the system almost effectively from scratch. Ship locations...even most station locations!...are not saved.
