That is a poll for me to understand how is your ooUniverse is working for you.

Game balancing is discussed a lot but I just want to see the common behavior.

First you have to define game balancing. For me, game balancing is something the developers do...

And as for me, I have to say I break every concept of game balance. If there's a way to hack the game to have something ridiculous, I've probably done it...including creating an alternate universe of systems, and I was in Galaxy Chart 9 at the time.

I do a bit of both.

I have a 'genuine' commander on my home PC with which I go exploring the galaxy. But I have a cheat scenarios on my travelling laptop, for 'research' purposes.
