How about:
An expensive modification to your ship that provides "secret" smuggling compartments. Say it takes 1 ton off your cargo capacity, but allows you to hide 4 tons from GalCop eyes.
In other words, if you buy 4 tons of Narcs, your Status doesn't change.
You can then purchase multiple smuggling compartments.

I think Wiggy means 1 ton of overhead per 5 tons of Smuggler compartment.
You could store regular legal goods in it if you wanted too, so it would just be your total cargo capacity reduced by 1 ton to gain 4 ton hidden.
You would need a warning if you only have 4 tons smuggler special, but you pick up 5 tons of dope and firearms.

My thought was that it would work in the same way that you lose 5t for a passenger compartment, but get to take passengers on board.
Likewise, you would lose some tonnage, but then would have some tonnage as secret.
It might be tricky to implement a "sub-cargo hold" concept, just for one feature which is, essentially, a cheat. I just thought it was a bit Han Solo, that's all...
